What could be the reason that the is no political solution in the hills of Darjeeling district n surrounding areas after the 76 indipendent year of India.

There is a continuous demand of political solution for the area since 1907 pre indipendent n finally a political analysis was set up by the British Government and decliered as partially excluded area which means nothing but this area wasn't decided constitutionally in the Indian.After indipendent in 1957this area was declared Darjeeling constituency and in 1986 a part of it's area comprising the hill panchayat act were ammended to implement the 2tyre panchayat n the DGHC.2011 An upgraded version of state act GTA was implemented in the visions to develop the hill areas which the Honourable High court has already given a verdict n directed the central n the state government to go for the constitution implementation but till date no such major have been or any conclusion has to it.The previous manifesto of the BJP had some hope as it had said that it would convert all the Gorkhas community into a tribe status n a permanent political solution was stated and had swiped of 3times but this time BJP would go without mentioning any thing for this seat.
